Home »Top Stories » Interior ministry seeks Rs 55.4 billion for CAF enhancement
The Ministry of Interior has sought over Rs 50 billion for capacity enhancement of Civil Armed Forces (CAF) which have been waging war against terrorism for the last 15 years, well informed sources told Business Recorder.

The ministry is of the view that the results of Operation Zarb-e-Azab/ Radd-ul-Fasaad can only be consolidated if the Pak-Afghan border is effectively managed and terrorists are not allowed to re-enter Pakistani territory.

In this regard, GHQ, General Staff Branch, (MO Directorate) had submitted that raising of 73xWings and 2xFrontier Corps Headquarters was approved by the former prime minister during a high-level meeting on National Action Plan on August 15, 2016.

Accordingly, raising under phase-2 comprising 29xWings, 4x Sector Headquarters and 5xCorps Headquarters are underway. There is a dire need for the following raising in phase-2 in financial year 2018-19: (i) HQ Frontier Corps KP (North) - one Sector Headquarters - raising cost less land and accommodation is Rs 399.495 million, land and accommodation is Rs 201.38 million, total Rs 600.875 million; (ii) five Wings - raising cost less land and accommodation is Rs 7.625 billion, land and accommodation is Rs 1.956 billion. The total - raising cost less land and accommodation is Rs 8.0244 billion, land and accommodation is Rs 2.157 billion - total Rs 10.1815 billion.

HQ Frontier Corps KP (South) - One Sector Headquarters - raising cost less land and accommodation is Rs 357.11 million, land and accommodation is Rs 296.14 million- total Rs 653.25 million; (ii) one Corps Headquarters -raising cost less land and accommodation is Rs 921.06 million, land and accommodation is Rs 621.5 million - total Rs 1.543 billion; (iii) nine Wings - raising cost less land and accommodation is Rs 10.016 billion, land and accommodation is Rs 3.655 billion - total Rs 13671 billion.

The total - raising cost less land and accommodation is Rs 11.294 billion, land and accommodation is Rs 4.573 billion - total Rs 15.867 billion.

HQ Frontier Corps Balochistan (North) : (i) One Sector Headquarters - raising cost less land and accommodation is Rs 237.762 million, land and accommodation is Rs 167.304 million- total Rs 405.066 million; (ii) two Corps Headquarters -raising cost less land and accommodation is Rs 2.659 billion, land and accommodation is Rs 769.543 million- total Rs 3.429 billion; (iii) eight Wing -raising cost less land and accommodation is Rs 8.7025 billion, land and accommodation is Rs 2.503 billion - total Rs 11.2056 billion.

HQ Frontier Corps Balochistan (South): One Sector Headquarters - raising cost less land and accommodation is Rs 237.697 million, land and accommodation is Rs 121.287 million; (ii) two Corps Headquarters -raising cost less land and accommodation is Rs 2.6566 billion, land and accommodation is Rs 1.110 billion - total Rs 3.7668 billion; (ii) seven Wings - raising cost less land and accommodation is Rs 7.546 billion, land and accommodation is Rs 2.6577 billion - total Rs.10.204.

The grand total - raising cost less land and accommodation is Rs 41.359 billion, land and accommodation is Rs 14.059.426 million - total becomes Rs 55.418 billion.

Earlier, the proposal on this issue was moved to the Prime Minister through Ministry of Defence, Planning Development & Reforms and Finance Division, which supported the proposal. However, Finance Division in its final recommendations stated the following: (i) the federal cabinet, may, in principle, approve resources package of Rs 55.418 billion for Western Management Phase-II; (ii) Finance Division endorses supplementary grant of Rs 2.81 billion ( 20 per cent of proposed amount) from PSDP budget during current fiscal year i.e. 2018-19; (iii) Finance Division further endorses for supplementary grant of Rs 12.40 billion ( 30 percent of proposed amount) during current fiscal year from current budget to facilitate structured initiation of the process of raising FC Wings; (iv) Ministry of Interior would approach Finance Division during the next fiscal year for remaining financial needs approval of federal cabinet.

The sources stated that Finance Division has already agreed to provide supplementary grant of Rs 2.81 billion (20 per cent of the proposed amount) from PSDP budget and an amount of Rs 12.40 billion (30 per cent of the proposed amount) during the current fiscal year from the current budget to Interior Division.
